- In 1995, Cain was appointed by Newt Gingrich to the Kemp Commission
- He was a senior economic adviser to the Bob Dole presidential campaign
- During the presidency of Bill Clinton, Cain publicly opposed the Clinton health care plan of 1993.
- He proposed a 9–9–9 tax plan: replacing all taxes with 3 flat taxes -- 9% personal income tax, 9% federal sales tax, and a 9% corporate tax.
- His debating performances had made him a serious contender for the Republican nomination in 2012.
- In November 2011 his campaign faced five allegations of sexual misconduct—all denied by Cain—and he announced its suspension on December 3.
