incendiary tips are likely "tracer rounds" - people don't use them because of the fire hazard (and they are illegal)
they aren't heat seeking, they cast light so you can see them travel
they could be used for hunting (it's no more/less lethal)
they might cauterize the hole they make, but they're not "cooking" the animal
