Benjamin Franklin didn't say that exactly (as it is quoted)... what he said was, "there is Truth in the Old Saying, That if you make yourself a Sheep, the Wolves will eat you."... that appears to have been paraphrased as the variant above. While Franklin didn't actually say the original quote, it is still consistent with his and the Founding Fathers' beliefs in not trusting Democracy, as well as their sentiments on the right of people to defend themselves against bears and governments.
