I first became aware of Thor back in the early 1980's, both as a military project, and from Science Fiction. The idea is that dropping spent uranium crowbars on people from space, have the energy and penetration of a nuclear device -- and it's basically just dropping inert stuff with fins. You add a small guidance package to it, and you could make it much more deadly.
It wasn't new in the 1980's, and rumors that we developed the device, but never put it into "inventory" (due to Nuclear Treaties) persisted. (And I worked in Aerospace, including on Satellites, at the time).
The idea is that we are sitting on ICBM Rockets somewhere, ready to put up if there was ever a need -- but you don't need to have them orbiting, as most conflicts had a lead time (escalation) that would allow it to be deployed when needed. And they'd orbit for a while until needed or not needed. But no need to weaponize space, until we need to.
Either way, the idea is that dropping rocks on people we don't like is a great way to make them go away.
